Electricity is the king of energy carriers and should not be used for low-exergy purposes such as indoor climate control.

In case the electricity is produced from solid biomass, and this is the third best option for electricity production after hydroelectric production and wind, then it has most probably been co-produced with district heating and with district cooling. Provided the building to be heated/cooled is within reach of the district heating/cooling distribution systems, then these energy carriers should be used for climate control and not electricity.
