From a thermodynamical perspective, the production of electricity by aid of flowing water is by far the most efficient process and when electricity is used this should always be considered a main alternative.
Contracting electricity deliveries from hydroelectric plants will make the industrial process qualify as operated on hydro-energy as the primary resource.
